If you'd like to merge two panels together into the same scene, you can do this easily by clicking on one panel, then holding down the Shift key and clicking on the second panel, and then right clicking on the panels and selecting New Scene From Selected Panels. And as you can see the two panels have been merged together in the same scene. If you try to do this, however, with two panels that are not continuous, so select one panel and then hold down Control or Command and pick another panel that's completely out of order and right click on these panels and select New Scene From Selected Panels.
An error message occurs that says the selection must be continuous to join the panels. So what you can do instead is select the second panel that you'd like to merge wit the first panel and grab its corner where you can see these two rows of dots and then drag and drop it next to the first panel.
